Планування розвитку підприємств паливно-енергетичного комплексу в умовах ринкових трансформацій

Abstract

Дисертаційна робота присвячена розробленню теоретико-методичних положень та обґрунтуванню практичних рекомендацій щодо планування розвитку енергетичних підприємств в умовах ринкових трансформацій. Уточнено поняття ринкових трансформацій у паливно-енергетичному комплексі на основі визначення ринкових змін у діяльності підприємств ПЕК. Сформовано концептуальні положення побудови моделі планування розвитку енергетичних підприємств. Визначено поняття стимулюючих інструментів планування розвитку та інвестиційної поведінки підприємств ПЕК, що розширюють можливості планування та реалізації необхідних змін із врахуванням зацікавленості стейкхолдерів у результатах такого планування. Запропоновано напрями розширення застосування проектної діяльності з урахуванням можливостей залучення зацікавлених у реалізації проектів сторін, що мають на меті не тільки комерційні, але і благодійні, соціальні, екологічні та інші цілі розвитку. Проаналізовано та визначено тенденції до розвитку енергетичних підприємств та особливості планування даного процесу із виділенням етапу цілепокладання та реалізації цілей на основі імплементації стимулюючих інструментів планування розвитку. Запропоновано механізм удосконалення планування розвитку підприємств, який базується на комплексному застосуванні інструментів такого планування, дозволяє залучати до процесів планування розвитку усіх зацікавлених сторін та забезпечує стійкість їх розвитку на основі створення доданої вартості. Запропоновано методичний підхід до визначення рівня зрілості проектної діяльності підприємств ПЕК. Виділено чинники, які дозволяють покращити застосування проектного підходу в плануванні розвитку підприємствами ПЕК. Запропоновано методичний підхід до оцінювання стійкості розвитку підприємств, проаналізовано чутливість результатів планування розвитку енергетичних підприємств.

Praca jest poswiecona opracowaniu teoretyczno - metodycznych postanowien i uzasadnieniu praktycznych rekomendacji planowania rozwoju przedsiebiorstw energetycznych w warunkach rynkowych przemian. W tej pracy zostalo wyjasniono pojecie rynkowych przemian w paliwowo-energetycznym przemysle na podstawie okreslenia zmian rynkowych w dziaialnosci przedsiebiorstw PPE. Stworzono koncepcyjne przepisy budowy modelu planowania rozwoju przedsiebiorstw energetycznych. Zdefiniowano pojecie stymulujecych narzadzi planowania rozwoju i zachowania inwestycyjnego przedsiebiorstw PPE, ktore rozszerzaja mozliwosci planowania i realizacji niezbednych zmian z uwzglednieniem zainteresowania interesariuszy w wynikach takiego planowania. Zaoferowano kierunki rozszerzenia zastosowania dzialalnosci projektowej z uwzglednieniem mozliwosci pozyskiwania zainteresowanych stron w realizacji projektow, majacych na celu nie tylko handlowe, ale i charytatywne, spoleczne, srodowiskowe i inne cele rozwoju. Przeanalizowano i zidentyfikowano trendy rozwoju przedsiebiorstw energetycznych i cechy planowania tego procesu z zaznaczeniem etapu wyznaczania i realizacji celow na podstawie realizacji stymulujacych narzedzi planowania rozwoju. Zaproponowano mechanizm usprawnienia planowania rozwoju przedsiebiorstw, ktory opiera sie na zintegrowanym zastosowaniu narzdzi takiego planowania, pozwala zaangazowac wszystkie zainteresowane strony w procesy planowania rozwoju i zapewnia stabilnosc ich rozwoju w oparciu o tworzenie wartosci dodanej. Zaproponowano metodyczne podejscie do okreslenia poziomu dojrzalosci projektowej dzialalnosci przedsi?biorstw PPE. Wyrozniono czynniki, ktore pozwalaj^ poprawic zastosowanie podejscia projektowego w zakresie planowania rozwoju przedsiebiorstw PPE. Zaproponowano metodyczne podejscie do oceny stabilnosci rozwoju przedsiebiorstw oraz dokonano analizy wrazliwosci wynikow planowania rozwoju przedsiebiorstw energetycznych.

The Thesis paper is devoted to the development of theoretical and methodological recommendation and the substantiation of practical recommendations on the planning of the energy enterprises development in the conditions of market transformations. The concept of market transformations in the fuel and energy complex has been clarified based on the definition of market changes in the activity of noted enterprises. The conceptual provisions of planning model formation for the development of energy enterprises which is based on the complex usage of tools of system, part-incremental, incremental planning are considered. Proposed model as well as formal planning methods will allow supporting transformation processes in the domestic fuel and energy complex, developing and expanding the possibilities to plan and implement necessary changes taking into account the interest of stakeholders in the results of such planning. The concept-categorical apparatus of enterprise development planning in the conditions of transformation has been improved, which allows to take into account the limitations of such planning, to provide real-time planning, to combine quantitative and qualitative planning methods, to apply flexible planning tools, to define the essence and to apply forms of planning in accordance with those situations, in which it is carried out. The stimulating tools of planning of the development of power supply companies, in particular tariffs, investment programs and project activities, which expand the possibilities off the power enterprises development planning, are allocated. The model of formation of enterprises’ investment behavior in the field of energy is developed, which expands the possibilities of investment activity for the development of enterprises based on the allocation of indicators and development criteria, and considers the possibilities of mixed financing of project development ideas and takes into account the participation of stakeholders in the implementation of activities which are defined in the process of development enterprise planning. The expansion directions of the application of the project’s activity based on the allocation of projects development that are in line with the program documents and plans of development of the fuel and energy complex are proposed, considering the possibilities of attracting interested parties to the projects and aim at not only commercial, but also charitable, social, ecological, and other results of development planning based on the use of mixed funding mechanisms. The state of the development of power supply companies is analyzed and on the basis of the proposed methodical approach to the assessment of the sustainability of the enterprises development, the analysis of the sensitivity of the results of planning on the basis of the application of the created added value, to the factors that determine the state and trends of the development of energy enterprises. The mechanism of improvement of the fuel and energy complex enterprises development planning is proposed, which is based on the integrated application of development planning tools, which allows to involve all stakeholders in the development planning processes and ensure the sustainability of their development on the basis of the creation of added value. The methodical approach to the determination of the level of maturity of the project’s activity of the fuel and energy complex enterprises is proposed, which distinguishes factors, which allow taking advantage of the strengths and opportunities to neutralize the effect of the weaknesses and threats and, finally, intensify of the application of the project approach in planning the development of enterprises of the fuel and energy complex.
