Оцінювання рівня економічної безпеки газотранспортних підприємств

Abstract

Дисертацію присвячено розробці теоретико-методологічних положень та обґрунтуванню практичних рекомендацій щодо удосконалення управління економічною безпекою газотранспортних підприємств. Доведено, що ефективність функціонування газотранспортної галузі тісно пов’язана зі станом використання ресурсів у нафтогазовому комплексі в цілому, та магістральному транспорті газу зокрема. Ось чому, особливу значущість набуло дослідження процесу формування впливу окремих показників і факторів на рівень економічної безпеки газотранспортних підприємств, оскільки у сучасному агресивному конкурентному середовищі нераціональне використання наявних ресурсів та недосконалість методів управління ставлять під загрозу подальше існування підприємств магістрального транспорту газу. Систематизовано теоретико-методичні підходи до визначення та оцінки рівня економічної безпеки газотранспортних підприємств з виявленням галузевих особливостей економічної безпеки. Удосконалено методичний підхід до оцінки рівня економічної безпеки за системою ключових показників, згрупованих за функціональними компонентами.Проаналізовано поточний стан діяльності філій газотранспортноге підприємства (УМГ «Прикарпаттрансгаз», УМГ «Львівтрансгаз»), ті визначено принципову необхідність застосування механізму управлінш інвестиційно-інноваційною діяльністю, визначено пріоритетні напряме розвитку та проведено аналіз впливу інноваційної діяльності на рівені економічної безпеки газотранспортної галузі. Обгрунтовано і адаптоване стратегію управління діяльністю газотранспортних підприємств, що є системою, яка включає пріоритетні організаційно-управлінські, режимні технічні та профілактичні заходи. Доведено взаємозвязок фінансової стійкості як функції і економічної безпеки як її аргумента. Виявлено, що врахування перспективних можливостей, загроз і необхідних умов імплементації базових стратегій служить підґрунтям для розробки набору стратегічних орієнтирів газотранспортних підприємств у процесі формування та зміцнення їх економічної безпеки.Як наслідок, встановлено, що на кожному рівні безпеки підприємства доцільно скористатися відповідними базовими стратегіями, які слід поділити на два типи: реактивні та превентивні.

It has been proved that the efficiency of the operation of the gas transportation industry is closely related to the state of utilization of resources in the oil and gas complex as a whole, and to the main gas transport in particular. Therefore, special importance has become the research process of formation of the influence of individual parameters and factors on the level of economic security and gas transmission companies, as at present in an aggressive competitive environment, inefficient use of available resources and imperfect management threaten the continued existence of the company’s main transport gas. The level of economic security of enterprises in the gas transportation industry is affected by threats occurring in the external environment and are carefully monitored with the necessary response actions. Such threats include crisis in the economy, changes in the stock market, changes in legislation, rising prices for resources, energy resources, increase in the number and amount of tax payments, changes in the purchasing power of the population and other potential customers, rising prices for services of subcontractors and lessors of equipment.The current state of affairs of branches of the gas transport enterprise (TPO «Prikarpattransgaz» and TPO «Lvivtransgaz» JSC «Ukrtransgaz» PJSC «National Joint-Stock Company «Naftogaz of Ukraine») is analyzed, and the basic necessity of application of the mechanism of investment and innovation activity management has been determined, priority directions of development have been determined and the analysis of the influence of innovation activity on the level of economic security of the gas transportation industry has been determined. Reasonable and adapted The strategy of managing the activities of gas transport companies, which is a system that includes priority organizational, managerial, regime, technical and preventive measures. As a result of the analysis strategic guidelines for the application of the strategy for managing the activities of gas transport companies are envisaged, envisaging organizational - managerial, technological, financial - economic and legislative interconnections; which made it possible to adapt the mechanism of managing the activity of gas transport companies to the conditions of instability in the economy. As a result of the correction of the initial conditions of the model, it has been established that an increase in available financial resources (cash flows) by 6% and a reduction in the average deviation of their costs will double the investigated enterprise to increase the level of economic security by 6.37 % (from 0.62 to 0.66) in comparison with the maximum possible level of the integral coefficient for actual conditions in the enterprise.
