Економічна безпека держави: погляд крізь призму митного регулювання інвестиційних процесів

Abstract

Метою статті є узагальнення й аналіз теоретичних підходів до визначення базової економічної дефініції «економічна безпека». Правильне її визначення є вкрай важливим для того, щоб достовірно розглянути загрози економічної безпеки в інвестиційній сфері та шляхи їх подолання. Методика дослідження. Теоретико-методологічною основою дослідження є наукові праці вітчизняних та зарубіжних авторів з питань дослідження сутності економічної безпеки, ресурси Internet. У процесі дослідження використано загальні і спеціальні методи, зокрема: монографічний – у здійсненні літературного огляду досліджуваної проблеми; системного і структурного аналізу – в обґрунтуванні різних підходів та різних точок зору до трактування сутності економічної безпеки як складної економічної категорії. Результати. Узагальнено теоретичні розробки вітчизняних і зарубіжних вчених- економістів з питань трактування «економічної безпеки». Автор проаналізував визначення економічної безпеки, згрупувавши їх за такими ознаками: економічна безпека як стан, економічна безпека як система захисту тощо. На основі систематизації літературних джерел виявлено негативні загрози-фактори економічній безпеці держави в інвестиційній сфері. Встановлено заходи держави з питань регулювання економічної безпеки в інвестиційній сфері. Визначено особливу роль пост аудиту як дієвого засобу для здійснення митного регулювання інвестиційних процесів. Наукова новизна. Екскурс у теорію економічної безпеки держави з метою визначення глибинної сутності цього поняття на основі різноманітних точок зору та виявлення негативних загроз-факторів економічній безпеці держави в інвестиційній сфері. Практична значущість. Отримані результати дослідження є підґрунтям для вирішення практичних проблем правильного наукового підходу до розуміння цього поняття на сучасному етапі.

The purpose of the article. The purpose of the article is to synthesize and analyze theoretical approaches to the definition of the basic economic definition «economic stability». Its correct definition is extremely important in order to consider reliably the threats of economic stability and ways to overcome them. Methodology of research. Theoretical and methodological basis of the research is the scientific works of domestic and foreign authors on the research of the essence of economic stability and Internet resources. General and special methods were used in the research process: monographic – in the implementation of the literary review of the problem under study; systemic and structural analysis – in substantiating different approaches and different points of view before interpreting the essence of economic stability as a complex economic category. Results. Theoretical developments of domestic and foreign economists on the interpretation of "economic stability" were generalized. The author analyzed the definitions of economic stability, grouping them on the following features: economic stability as a condition, economic stability as a security system, etc. Negative threats-factors for the economic stability of the state in the investment sphere were revealed on the basis of systematization of literary sources. Measures of the state on questions of the economic stability regulation in the investment sphere are established. The special role of post-audit as an effective means for the implementation of customs investment processes regulation was determined. Originality. Guide on the theory of economic stability of the state in order to determine the depth of this concept, taking into account different points of view and identifying negative threats-factors for the economic stability of the state in the investment sphere. Practical value. The obtained research results are the basis for solving practical problems of the correct scientific approach to understanding this concept at the present stage.
