Оптимізація витрат підземних сховищ газу на засадах беззбитковості

Abstract

Роботу присвячено удосконаленню теоретичних положень формування витрат підприємств з підземного зберігання природного газу на засадах беззбитковості та розробці практичних рекомендацій щодо підвищення ефективності їх діяльності. Розкрито сутнісні характеристики підземного зберігання природного газу в умовах сталого розвитку держави; ідентифіковано його роль в забезпеченні енергетичної безпеки країни; наведено особливості функціонування підприємств ПЗГ. На базі глибокого аналізу собівартості зберігання природного газу удосконалено методику розрахунку зони беззбитковості та проведено оцінювання чутливості економічної стійкості ПСГ. Відповідно до отриманих результатів, розроблено модель оцінювання рівня витрат підприємств з підземного зберігання газу та проведено економіко-математичне моделювання зони беззбитковості для підприємств підземного зберігання природного газу, що дозволило сформувати допустимі сценарії розвитку ПЗГ на умовах оптимізаиії зони беззбитковості.

The dissertation is devoted to the improvement of theoretical principles of forming the expenses at the gas storage enterprises on the basis of break-even and to develop the practical recommendations for improving the efficiency of their activities. The thesis analyses the opinions and normative documents about using the concept of «sustainable development» in the state economy and the gas transportation system of Ukraine, in particular. The existence of concept about changing the interaction of mankind with environment through institutional reforms, the so-called concept of sustainable development is underlined. The main functions of gas storage operator and the legal, technical, organizational and economic principles of operation of natural gas storage facilities are given. The vision of underground natural gas storage as a function of optimal state of the enterprise and conditions of natural gas market, which will contribute to its functioning, is outlined. The prospects of the system of underground natural gas storage in Ukraine through activation of development of short supply market by reducing long-term contract supplies due to failure of state price regulation and introduction of access of third parties (intermediaries) to the gas infrastructure; reducing the financing of capital-intensive long-term investment projects for gas extraction and transportation and for the development of gas infrastructure; involvement of the European companies in the energy sector of Ukraine; creating a gas hub are actualized.
